In the early 1970s US government leaders wondered if the "medic" concept
that worked so effectively on the battlefields of Korea and Vietnam could

to create America's current Emergency Medical System (EMS). While the concept
proved effective, it had a basic design flaw...who provides basic first
aid until the Emergency Services arrive?
